SOUTHERN CRIMINAL JUSTICE ASSOCIATION

GENERAL BUSINESS MEETING

OCTOBER 6, 2000 CHARLESTON

 

PRESENT: Brandon Applegate, Gordon Crews, Bill Doerner, Terry Edwards, Chuck Fields, Beth Grossi, Ron Hunter, Debbi Robinson, Joe Sanborn, John Smykla

ABSENT: Evelyn Gilbert, Mitch Miller, Matt Robinson

Meeting convened at 10:00am by President Smykla

  1. President’s Report (Smykla): Welcome new Board members Duane Everhart,
  2. John Sloan and Rick Tewksbury. Wednesday the Board approved new budget with revisions brought by Smykla. We have 8 exhibitors. Program book contains 28 advertisements. Association is in good position financially. We have spent the money raised by advertisements. Printing the program cost $3200 while last year’s program cost 1/3 less. Program is three times longer than last years. Thanks to Beth Grossi for good program. Food items are costing around $10,000.

    Board approved outstanding bill to Biloxi Hotel. We have a new website registered to SCJA, which will cost approximately $250 per year to maintain.

    Thanks to Matt Robinson for working on website. Encouraged membership to say "thanks" to advertisers and exhibitors at conference. We have a large number of school advertisements. Laura Moriarty stated a need to take programs back to show chairs and deans of Departments. Smykla indicated membership to feel free to take extra programs and cups. This will generate a lot of business in the future.

    EBSCO paid for conference bags, costing $2000. Encouraged faculty subscriptions through EBSCO. Luncheon today at 12:00pm. Recption last night was a success. Tonight is dinner cruise. Board approved a motion during Wednesday’s Board meeting. Fifteen members of the Association made a proposal to the Board for approval of a resolution. The Executive Board cannot approve resolutions on any topic. Must submit such questions to the membership.

    Membership will vote on 2 questions: 1. Should the Southern Criminal Justice Association take positions on criminal justice policy issues by adopting resolutions through a vote of the membership? 2. Whereas social science research demonstrates that the death penalty is seriously flawed in its application, the Southern Criminal Justice Association publicly condemns this form of punishment and calls for its abolition. Further, SCJA urges its members to use their professional skills to educate the public and policy makers about the shortcomings of capital punishment and to oppose the death penalty in all appropriate forums, including legislatures, courts, and the media. Answers are to be Yes/No.

     

  3. First Vice President’s Report (Grossi): We have 37 panels, 3 Presidential
  4. Workshops, 2 Rountables. Thanks to local arrangement people Marjie Britz, Amie Scheidegger, Rick Hrcik, and students and faculty. Thanks to Chief Greenburg and Lt. Wright. Chief Greenburg is providing transportation to all events, security in the evening in the parking lot and exhibit rooms, all complimentary. Good reception last night, the BBQ – had tour of the city with Chief Greenburg. Dinner cruise tonight is complimentary with cash bar. Thanks to sponsors, institutions and publishers. Awards Luncheon today at noon. There will be giveaways. Next year’s conference at Baton Rouge, Embassy Suites. There will be complimentary breakfast and happy hour. Smykla stated thanks to Marjie and Amie and their students working and attending. Thanks to Chief Greenburg and Lt. Wright. Acknowledged Mittie Southerland as next president of ACJS. Indicated 5 of last 10 presidents of ACJS have been from Southern. ACJS 2002 with Laura Moriarty as Program Chair and ACJS 2003 with Beth Grossi as Program Chair. Thanks to Beth Grossi for all her work despite personal family issues.

  5. Second Vice President’s Report (Sanborn): Awards process has been interesting.
  6. Working with Rick Tewksbury to standardize criteria to apply and nominate.

    Practitioner/professional award to Robert Johnson (Commission of the

    Mississippi Department of Corrections), Educator of the Year award to Mike Donahue (Armstrong Atlantic State University), Graduate student award to Julie Kunselman (University of Louisville), and Graduate student paper award to Jeff Tipton (University of South Carolina). Received no undergraduate nominations.

    Site Selection Report – Has two Hilton hotels, Clearwater Beach – $108 but add $6.38 per room for unlimited calls and safe, or St. Petersburg is $95. Difference is Clearwater hotel is on the beach. Is that worth the price? He will continue to negotiate on price.

  7. Secretary/Treasurer’s Report (Robinson, D.): Currently have 164 registered, close to last year. Identified items on current budget: $625 listed in revenue for on-site registration constitutes money received in 2000 for Chattanooga conference (City of Chattanooga Police Department officers attending conference), and $4,340.07 listed in expenses for food constitutes payment to the
  8. Chattanooga Clarion Hotel for the Chattanooga conference, paid in April 2000.

    Smykla stated thanks to Debbi for her hard work on conference and thanks to her husband Doug for working in registration.

  9. ACJS Regional Representative’s Report (Edwards): Recognized Mittie Southerland and asked if she wanted to report. Distributed handout of ACJS update. ACJS Board in process of selecting new discipline color (creating a color for Justice degrees). Deadline for the program was October 1 but if call this week, could possibly still get on program. Search for Editor for Justice Quarterly had deadline of December 15, 2000. Can find more information on the web.
  10. Fields asked if choosing a color an Executive Board decision? Southerland answered the choice has been narrowed to two colors, teal is no longer a

    choice and this will be a membership decision.

  11. AJCJ Editor’s Report (Doerner): Thanks to reviewers and appreciates all support received. Latest edition is out so if you haven’t received a copy, let him know.
  12. Next edition is on its way. Five articles have been accepted and 5 are in revisions for next edition. One article is out for review. He needs help in getting word out for articles. Working on a 6-8 week turnaround. Smykla stated thanks to Bill as the bar of quality has been raised. Thanks to Florida State University and Dean Maier-Katkin for institutional support of the journal.

  13. Audit Committee Report (Crews): No report at this time.
  14. Diaglogue Report (Robinson, M.): Smykla indicated Matt has gone to hospital.
  15. We now own an internet domain = scja.net. Matt has reservations about the Dialogue, which was discussed Wednesday. He will add a counter to the webpage and change format. We don’t want to give up Dialogue yet, still want electronic format

  16. Fundraising Report (Miller): Smykla indicated Mitch is attending MidWest conference. We have t-shirts for sale at discount.
  17. Intergovernmental Relations Report (Applegate): Created letter and distributed to legislators in South. Have received responses from 5-6 governors. This is a good first step. Richard Janikowski asked if we should make the agency list available to all members. Applegate indicated we can put it on the webpage.
  18. Nominations and Elections Report (Hunter): Had excellent slate of candidates.
  19. Elected Rick Tewksbury as Second Vice President, Elected Duane Everhart and John Sloan as Board Members, and Re-elected Debbi Robinson as Secretary/Treasurer. Motion made by Edwards second by Everhart to destroy the ballots. M/S/P/ unanimously.

  20. Secretariat Report (Fields): Distributed four membership sheets. Membership

has declined in every category. Smykla indicated we need to do more. Cannot sustain Association with numbers currently have. Job of president is to fundraise.

Encourage students to join. We could double if all members got one person to join. Can join online as new webpage should be up within a week. Tom Barker asked why the numbers are low. Fields indicated a systematic analysis has not been done. Students come and go while some older members don’t come any more. He will do an analysis to determine problems. Smykla stated appreciation to Chuck and his graduate assistant Sarah Norton. Thanks to Eastern Kentucky University and Dean Gary Cordner for institutional support.
